I've played the Crusaders Kings II mod a little bit, but not much because I couldn't really get into it. It has several campaigns depicting the history of Westeros from Nymeria's landing to the time of the books.
They also made an RTS called Game of Thrones: Genesis that, again, is somewhat faithful to the milieu but just isn't a very good game and got mediocre reviews. It got mediocre reviews but it's more fun for GOT nerds than for most people because it's relatively faithful to Martin's world. Game of Thrones is the RPG with Mors and Alester. Until Cyanide's contract runs out, or they sell it to somebody, there's not much hope for a really good GOT game.
They've made two games, I've played both, and neither was that great.

Unfortunately, a French software company called Cyanide purchased the right to develop ASOIAF games in 2009 - I don't know for how long, hopefully not too much longer.

Or it could even be set during and after the Dance of Dragons? I am thinking that a time period should be chosen where there is some war, but not one connected to the ASOIAF series itself, because then that might ruin the books for people and it would let you choose what happens in the events of the books and that might not be good either. Instead it might be good to play as your own customized character who fights and survives the Blackfyre rebellion, and goes onto experience Dagon Greyjoy's Rebellion and other Dunk and Egg events as you travel across Westeros on your own journey of personal discovery. I don't think that I would set it in the times of Robert's Rebellion though. But then again it would be okay with me if there were just four or five kingdoms that you could travel to, along with certain cities that connected to your own personal storyline. So what if there were a Skyrim kind of game for ASOIAF? It could be set in one of the kingdoms, but I think that it should be set across the whole continent, so that you could experience different territories just like in Skyrim. The story telling in such games is very good, and combined with the lands and adventure there is a depth to it all that is very similar to the depth of ASOIAF. So Skyrim of the Elder Scrolls series is still one of my favorite video games of all time, along with the Ocarina of Time and several others.
